- David Hansen was a big-shot lawyer who grew tired of his important and expensive Los Angeles law firm. Hansen left his job to start a non-profit firm called Neighborhood Legal Services based in Century City, California. His associates were Deborah Sullivan and Gabriel Kay. Roberto was a law student who worked for them as a clerk. After 13 episodes, the show's format was changed, as Hansen, Sullivan and Kay went to work for Devlin McNeil at the firm which Hansen had quit in the first place.
- A Mexican farm laborer is found dead and clerk Roberto Alvarez is jailed for her murder. David Hansen begins his own investigation to free his employee and uncovers a illegal operation involving alien agricultural workers.
- McGarrett goes to the Governor with news of what he's uncovered in his investigation. The two agree the matter is too big for any state or local law-enforcement agency. The Governor contacts Jonathan Kaye, who oversees U.S. intelligence activity in the Pacific Rim. Kaye recruits McGarrett as part of a risky operation. The lawman will be programmed to impart false information under interrogation -- and U.S. intelligence will leak word that McGarrett knows the identity of "Control," the man who has direct supervision of U.S. agents in the region. McGarrett, as planned, is captured and subjected to Wo Fat's "cocoon." He also uncovers the traitor who has been helping Wo Fat.
