- Set a few years before Bubblegum Crisis Tokyo 2040, A.D. Police chronicles the tales of Mega-Tokyo's special police division designed to control rogue Boomers in the city. A.D. Police Officer Kenji Sasaki faces a major dilemma: he loses another partner to a rabid boomer. A day after he's sent off-duty, he receives a new partner in the form of German cop Hans Kleif. Funny thing is that Kenji sucker-punched Hans at a bar the night before. Not only does Kenji face the everyday task of controlling Boomers, he has to learn to adjust with his new partner.
- In 2100, the newly built Bayside City serves as Japan's premier international port. The Angel Arms Company is established by a former policewoman named Takako, to help wage war on terrorism with armed security suits. When the mayor is assassinated, the women of Angel Arms end up protecting the evil crime-lord Hassan, in hopes that his information will help bring down a global terror ring. Takako's back is to the wall as a band of criminals plot to kill Hassan, and the organization's leader is revealed to be the former lover of Angel Arms' own Alisa.
- The film follows three modern Japanese schoolgirls in Tokyo as they flirt with lecherous old men and dodge the yakuza in the lucrative and sometimes dangerous practice of "enjo kosai" or "date clubs".
- Kenji and Hans don't speak to each other but end up rescuing Paul using teamwork.
- Kenji Sasaki is a young hotshot AD Police member who likes to solve cases by himself and ignores his partner, Paul. But when Paul gets seriously injured on a mission, Kenji goes to a bar and has a fight with a German man named Hans.
