- 1966: The CIA plan secret drug tests on German citizens including prominent contractor Leutwiler. The victims are subjected to severe mental stress. East-German agent Alexander is discovered while breaking into CIA agent Kelly's apartment.
- The CIA and their European partners plan coups d'etat in Greece, Turkey and Italy and stage a terror attack in Milano. French engineer Laffitte and his family are caught in the mayhem, and he tries to find the conspirators single-handedly.
