BERLIN -- New Zealand Prime Minister Helen Clark and German Foreign Minister Joschka Fischer signed a co-production treaty between the two countries Friday at the Berlin International Film Festival. Formal co-production treaties allow producers to access benefits like subsidies available to local filmmakers in each country.
