New York is poised to dramatically increase its film tax incentive from $420 million a year to $700 million, as it looks to stave off competition from New Jersey and Georgia.
Gov. Kathy Hochul announced an agreement Thursday night on a $229 billion budget, after weeks of negotiations with state lawmakers.
Among many other provisions, the budget will increase the size of the film tax credit program, as well as raise the credit percentage from 25% to 30%, bringing it in line with rival states. The program will also be extended to 2034, according to a source familiar with the conceptual agreement.
The agreement with lawmakers will allow productions to receive a tax credit on above-the-line costs — salaries for actors, directors, writers and producers. The state previously offered credit only for below-the-line costs. The above-the-line costs will be capped, though it is not yet certain at what level.

“I just have to say, this is one of the most stylish crowds I have ever seen ever,” said Hunter Schafer, who presented the award for excellence in sci-fi/fantasy film, which went to awards season darling Everything Everywhere All at Once’s costume designer, Shirley Kurata.
Also on hand to present awards were Austin Butler (in Valentino), Monica Barbaro (in Maison Yeya), Christina Ricci, Elizabeth Debicki, Haley Lu Richardson, Lewis Pullman, Ashley Park, Nazanin Boniadi (in Elie Saab) and Greg Tarzan Davis, along with a crowd that included Baz Luhrmann and his Adrian Award-winning wife Catherine Martin, Cate Blanchett (in Balmain), costume designers B. With Oscar nominations less than a month away from their January 24 announcement, the Best Actor race is still unsettled. Three names — Brendan Fraser (“The Whale”), Colin Farrell (“The Banshees of Inisherin”) and Austin Butler (“Elvis”) — appear to be locked in, but the category’s fourth and fifth slots are up for grabs. Tom Cruise (“Top Gun: Maverick”), whom Gold Derby’s combined odds place in fifth, has the advantage of starring in a top Best Picture contender, while Bill Nighy (“Living”), Paul Mescal (“Aftersun”), Hugh Jackman (“The Son”) and Jeremy Pope (“The Inspection”) are all vying for potential solo noms. Outside the top 10 but no less deserving of consideration is Jonathan Majors (“Devotion”), a rising talent on the verge of a career break in 2023.

“I was not familiar with the story of Jesse Brown, which is quite embarrassing,” admits Deirdra Govan, the costume designer for “Devotion.” The Sony Pictures film stars Jonathan Majors as Brown, the first African-American to complete the U.S. Navy’s flight training program. “My step-father served in Korea. When I read the script it was very powerful, but at the same time, I felt disappointed in the fact that I had not heard of this story and I pretty much read everything.” Watch our video interview above.
“Devotion” is directed by J.D. Dillard and tells the true story of Brown and fellow Navy pilot Tom Hudner (played by Glen Powell) as they risk their lives during the Korean War and become some of the Navy’s most celebrated wingmen. The movie premiered at the Toronto Film Festival and was released nationwide on November 23.

While costumes are always meant to complement the storytelling, in Showtime’s “The L Word: Generation Q,” they are also meant to showcase the diversity within the lesbian community.
“We as women are able to dress in a myriad of ways. So I really wanted to change perceptions of what being Lgbtq is, and I did not want to fall into the tropes,” costume designer Deirdra Elizabeth Govan told Variety at the show’s premiere event in Los Angeles, Calif.
“The L Word: Generation Q” is a continuation of “The L Word,” the beloved 2004-2009 drama series that followed Bette (Jennifer Beals), Alice (Leisha Hailey) and Shane (Katherine Moennig), among others, as they lived and loved in L.A. The new series reunites these three characters, now firmly established in careers but not all as settled in romantic relationships, but it also introduces a new generation of queer and trans individuals.

To shape the visual language of “Sorry to Bother You,” production designer Jason Kisvarday familiarized himself with the history of Oakland, Calif., where the story is set and the film was shot — and where writer-director Boots Riley grew up.
“He’s more or less the unofficial mayor there. I absorbed all I could about his experiences and then translated them for my designs,” says Kisvarday, whose credits include “Swiss Army Man” and director Jim Hosking’s upcoming “An Evening With Beverly Luff Linn.”
“Sorry,” an Annapurna Pictures release and a Grand Jury Prize nominee at Sundance, casts Lakeith Stanfield of “Atlanta” fame as Cassius Green, an impecunious black man who finds success as a telemarketer when he mimics a white accent.
Kisvarday transitioned the color palettes in the character’s environments to parallel his journey. At the start, avocado greens, wood grains and orange carpeting dominate his apartment, a makeshift...
