We need a law on the protection of the environment today which
protects individually powerless citizens against large vested interest
groups. I am thinking in particular of the excesses of the
industrialization process, the unplanned occupation of the countryside,
and the planning and building of autobahns which take no--or too
little--account of the country through which they run and the people
who live in it. At my request, the Bonn government has submitted a bill
that will amend the constitution and provide a uniform settlement of
questions of environment protection, care of the countryside, and the
