Son of Harry McNeill, a mining engineer and furniture manufacturer, and the former Luella R. Weinberger; he was a first cousin of U.S. Secretary of Defense Caspar Weinberger.
Grew up in Sheboygan, Wisconsin, and graduated from Marquette University in 1929 as class valedictorian.
