The pair have entered the final stages of negotiations to star in the thriller from director Stefan Ruzowitzky (The Counterfeiters, Deadfall).
David Hayter (X-Men, X2) has adapted the screenplay from Charlie Huston's novel.
Wilson will star as washed-up barman Hank Thompson, who discovers that the cat his neighbour left him to care for is concealing a dangerous secret.
A key hidden at the bottom of its cage becomes the object of pursuit by a sadistic cop (Baldwin), Russian mobsters, a Samoan hit man and two psychotic brothers.
Baldwin completed his seven-year stint on Tina Fey's 30 Rock this month.
Angels in America star Wilson was last seen in Prometheus.
