Since 1979 staff member of various members of the Bundestag. 1991 to 1993 and 1998 to 2001 head of department in the state government of North Rhine-Westphalia, 1993 to 1998 in the SPD state parliamentary group in North Rhine-Westphalia; 2001 to 2002 head of the presidential office in the state parliament of North Rhine-Westphalia, ministerial councilor. Honorary lecturer at the University of Cologne.
