She advocated for children with special educational needs being included in classrooms with other children, rather than go to separate schools. She is best known for her government report regarding human embryology and the ethics of IVF which considers the rights of the embryo as well as the rights of infertile couples. It was commissioned after public concern following the birth of the world's first test-tube baby, Louise Brown.
