Graduated from Canisius College in 1974, earned an M.A. from Niagara University in 1976, another M.A. from Carleton University in 1981, received a Ph.D. in British Empire-U.S.-Canada-U.K. relations from the University of Manitoba in 1986.
He is an adjunct professor at Georgetown University's Center for Peace and Security Studies.
Lost his position as a senior fellow with the Jamestown Foundation in February, 2009.
