Each year billions of tax dollars are spent on school education and in most cases it is very well spent, but there are exceptions. In one of the major eastern cities that money was not reaching the education authorities resulting in poor conditions, overcrowded classrooms, underpaid instructors, a shortage of qualified teachers and juvenile delinquency. Paul Marino wants to know where the money going and who is the local bigwig responsible for misappropriation of funds meant for school projects. Jack Flood goes undercover as a school construction inspector to help Marino expose the corruption in the education system.

The investigation into corruption within Chicago's unions continues as Vaclavic goes on public record to admit that there is dirt and corruption at the highest level in Skala's union amalgamation. He decides to remove his union from Skala's control and join a labour organisation worthy of his decent and honest men, but somehow Skala obtains a court injunction to prevent the change then uses lies and dirty tricks to discredit Vaclavic. Paul Marino decides to use the power of the press to discredit Skala.

Jerry Skala, president of an amalgamation of union workers in Chicago, is under investigation by a Senate heating committee on charges of bribery, corruption and fraud, and where one local union boss was murdered and rumoured to have been replaced by one of Skala's henchmen. Paul Marino confronts Skala and wants him to answer for the murder.

A gambling syndicate is preying on small-time school basketball players, getting them to shave points on key games. This breach of honor wears on one boy enough to drive him to suicide, but the gamblers continue. With the help of a trainer, local star Cornelius Linsky is a great player, but poor and needs money, so he too reluctantly goes on the take.

A young couple go for a walk in the park one night and the boyfriend is subsequently murdered by a gang of feral youths. His heartbroken parents want answers and call in Paul Marino. During the trial the District Attorney is determined to get guilty verdicts and the harshest punishments possible despite defence arguments that the ages of the young defendants should be taken into consideration.
