- Set in the 1790s somewhere in the South Seas British Naval Officer, Commander Redway, arrives with his men on the island of Freeland to collect the annual tribute (in the form of pearls) to England. Once ashore, Redway, his second in command, David Robinson, and their men meet with the island's representative, Errol Robinson. David instantly recognizes Errol as his father and it turns out David has a brother, Gary, he hasn't seen since he was a baby.
Errol explains to Redway that the pearls set aside for the tribute were sold to buy steel nets to protect them from the sharks in the area where the pearls can be found. Redway forces the islanders, including David's family, to harvest more pearls without the net to gather enough pearls for the tribute. Naturally, it's dangerous with the sharks in the area and when Gary protests he is placed under arrest.
Gary is taken aboard Redway's ship and is whipped. David, having enough of this abuse on his brother, sets him free and holds the soldiers at bay whild Gary jumps ship and swims back to the island. Now David is arrested and chained to the large rocks on the shore where, when high tides approaches, he will drown. Luckily a pirate ship, led by Captain Bernard (with a former Bank of England employee that now serves as the official pirate banker, Hornblut), arrives and fires upon the British soldiers. Once the pirates land they take David prisoner, recognizing him as an officer of the ship that had once attacked their ship.
Now the pirates are off to their secret island of Quantral. On the island Bernard's daughter, Jennifer, takes a liking to David and, out of pity, unshackles him so he can eat. He overcomes her and forces her to take him to her father. David tells Bernard he has a plan to get Redway's ship in exchange for half the booty. Bernard agrees.
David swims to Redway's ship and disables the rudder. Jennifer, not trusting David, swims to the ship to make sure David did his job and she is captured and taken prisoner by Redway. We discover, as Redway talks to his native girl love slave, Nike, that he has been sailing on behalf of England for seven years and has spent all of the money he's collected for England and his only objective is to collect/steal as much money as possible and retire next year to London.
Bernard goes after Redway to save his daughter and to seek revenge. He eventually catches up to Redway and attacks his ship. Meanwhile, Redway and a few of his men escape with some of the treasure in a dingy and returns to Freeland.
David makes his way back to Freeland to discover his father has been killed and that Redway has taken Gary prisoner and has managed to make their way to Grantsville, an English military island base. David follows and allows himself to be captured in exchange for his brother's freedom.
After an unsuccessful attempt at torturing David to get the information about the secret pirate island, Quantral, Redway allows Nike to use her feminine ways to get what he wants. She's having a difficult time, too, until she drugs David's drink that puts him under enough that he'll answer anything she asks him. Naturally, he tells her but is unaware. When he awakens she assures him that he told her nothing. Now she goes to Redway and gives him the location of Quantral. Redway locks David up to die, goes to Quantral and attacks the island eventually forcing the pirates to surrender.
Redway only wants the pirate treasure and soon discovers that the treasure has been taken to a nearby island inhabited by the cannibal tribe, Carbi. Redway shoots Bernard and makes his way to the island. They find the trail of the treasure when they come accross the bodies of the pirates who came before them. When one of Redway's men is killed by an arrow in the neck, Redway retreats back to the ship. Nike tells him that she's half Carbi (from her mother) and that she can't go back because she's been banished by the tribe for shacking up with a white man (by the way, she's very European in very dark brown makeup) but she knows how Redway can get the treasure. All he needs to do is arrange to sell some of the pirate prisoners to the Carbi in exchange for the pearls.
Redway takes ten prisoners to the island. David, in an adjoining cell, fears for Jennifer's life and strangles a guard through the bars and frees himself. He finds Nike and forces her to tell him where Jennifer and the rest of the prisoners went. He makes his way to the island. Redway gets his pearls and the newly sold slaves are tied to a giant bush-like man-eating tree as a human sacrifice. David sets them free.
Back on Quantral the pirates want to hang David for betraying them but David talks them out of it and into letting him lead the pirates to go after Redway who's on his way back to Grantsville with the treasure. David, in chains with some other pirate prisoners, is led by a small group of British soldiers which we soon discover are pirates in disguise. Once inside the British base they attack.
Redway just wants to escape to London with the treasure so he kills Nike when she trys to force him to take her with him. David finds her and in her dying moments tells him where the secret passage way is where Redway escaped through. David makes chase and confronts Redway and his men. David kills the soldiers leaving only Redway. The fight it out with giant harpoons. When Redway sees the opportunity of escape he runs through a giant gateway only to be crushed by the iron gate as David kicks the mechanism that drops it.
A new British Commander has taken over in the dead Redway's place and has declared freedom for the pirates and they are free to thrive in peace on Quantral. Life is beautiful.
