Mr. Ratsam asks his secretary Wilma if she will make his big wish come true, and please say yes. Wilma, hopefully, thinks that he is finally proposing to her, so she says yes. Mr. Ratsam snaps, then take some dictation. Wilma is upset, and calls him a "diktator" ("dictator" - in a pun that works both in German and English).
Mr. Ratsam is dictating very loudly to his secretary Wilma, who is typing, while they are riding in the back-seat of a crowded minibus, and the musicians are playing music very loudly. He says that's his last "Gebot" (German for "bid", pronounced: ge-BOAT). He asks Wilma if she understood that, over all the racket. Wilma replies, in German, yes, you are the last "Idiot" (pronounced: id-i-OAT). ("Gebot" and "Idiot" rhyme in German.)
As for the company man who is always giving dictation to his secretary: "Herr Ratsam" translates as "Mr. Advisory" - which is very appropriate, because he is always making recommendations, but he does not take action to enforce them.

At about 26 minutes, while driving down the road, the bus engine stalls. All 12 passengers get out to push the bus, to jump-start the engine. Then the bus takes off by itself, slightly downhill down the road, with nobody at the steering wheel, and they all run after the bus.
