Modestly funny.

"Collars and Cuffs" is a Stan Laurel film that he made before being teamed up with Oliver Hardy. Laurel's solo efforts are a varied lot--with a few brilliant films "(Dr. Pyckle and Mr. Pryde") and a lot of forgettable ones. This is one of the forgettable ones.

The story is set in a laundry and, well, there's actually very little story. Mostly it's a few sight gags, such as Stan walking though rolls of paper and a washing machine overflowing. Does this sound funny? Not really...and that, sadly, is the film....a relatively bland film with a few very mild laughs...at best.
