This is a Mister Magoo short done by the UPA Studios. There will be spoilers ahead:
The primary problem with this short is that the plot is stale and recycled ideas from other Magoo shorts. We have another thief, Magoo rooting for Rutgers, another long-suffering friend of Magoo and animals being mistaken for people.
Jim Backus saves this to some degree with his delivery of some good lines. There's riff on the dean of women at Rutgers which is predictable but cute. There's a jewel thief who would probably rather have gone with the cop early on in the short in place of Magoo's friend Gilmore after being around Magoo for a while.
It's not an actively bad short, it's basically a retread of old material done better elsewhere. Waldo isn't in this short. Maybe it would be slightly better if he was.
The Magoo theatricals and a Magoo feature film are now available on DVD in a box set released by Shout! Factory. The box set is excellent.
