This is a Mister Magoo short done by the UPA Studios. There will be spoilers ahead:
This is a rehash of bits and pieces of several other shorts. Magoo foils a criminal whom the cops are looking for? Yup, seen that. Magoo thinks he's with old friends at a reunion/convention? Been there, seen that. Magoo decries the low level of behavior around him and berates uncomprehending souls around him? Bingo.
The thing is, if the lines are good, Jim Backus can save a short like this. Backus really has very little to work with here. This is at best an average cartoon. Not much more to say.
All the Magoo theatricals and a Magoo feature film have been made available on DVD in a four disc box set released by Shout! Factory. The box set is excellent.
