This is a Mister Magoo short from UPA Studios. There will be spoilers ahead:
Magoo becomes a prospector and finds a large boulder perched atop a narrow column. He thinks the boulder is a storm cloud. Naturally, he begins chipping away at the column, convinced that this is his claim! An old prospector looking for water sees Magoo, thinks he's been touched by the sun and tries to warn him off, only to have Magoo jump to the conclusion that he's trying to steal Magoo's "claim".
The prospector catches the boulder as it falls, saving Magoo. Magoo starts to fight the prospector for his "claim" and the prospector, tired of this nutty dude, heaves the rock over, revealing a golden bonanza. Magoo thinks there are only worthless rocks, dismisses the prospector as crazy and drives off-with the back seat of his car loaded with gold! Jim Backus does a marvelous job as Magoo in general, but he's in exceptional form on this one.
Shout! Factory has put out a box set which has all the Magoo theatrical shorts and a Magoo feature on DVD. This short and the box set are both excellent. Recommended.
