The cat lets the bird out of the cage so he can have a snack -- the cat snacking on Flippy, that is -- but things go wrong and the cat gets an overdose of catnip. Eventually the dog gets involved too.
It's a pretty good cartoon from late in the Screen Gems cartoon studio history, all action and chaos and gags. Columbia had been suffering from a lack of leadership in the cartoon division for a few years, with some fairly competent cartoon makers going through the mill, including Frank Tashlin and Dave Fleischer. Eventually they would give up and hire UPA to do the work.
