- Mariel is a lifeguard concerned with the welfare of people. One day he rescues a suicide at sea and falls in love with his daughter, Margarida Maria, a drug addicted prostitute. The enormous violence Rio de Janeiro goes through and influences Mariel's decision to be a policeman. He gets featured and is called to be security of politicians. Carioca violence is on the rise and Delegate Goulart creates the death squad, of which he becomes the leader, to exterminate members of organized crime. Lucio Flavio is a criminal who draws the attention of the media for the large number of murders attributed to him. To Mariel's surprise, Deputy Goulart is also part of the gang. Even so, he is not intimidated, kills the leader of the gang and continue chasing Lucius Flavius. The death squad declares war on the gang of stolen cars. As a result of his investigations, Mariel becomes dangerous to the police. He is arrested but manages to escape. He starts to live in hiding. Margarida Maria is admitted to a hospice and dies of cocaine overdose. Mariel is again arrested but continues to threaten Lucio Flavio, also detained by police. Both are in different prisons. The war continues between the prisons.
