That's pretty much what this is: a talking car, lecturing a boy and girl about safety rules, crossing the street at cross walks, and so forth.
There's something creepy about the mix of live action and partial animation that I can't explain. I'm very fond of silent animation in which Max Fleischer draws Ko-Ko the Clown and they proceed to chat. Perhaps it is because it is silent animation, and Max is removed from reality by that, while Larry Thor speaks as if his dentures keep slipping.
More than that, I've been annoyed at talking cars for a couple of decades: walking down the street, one of them will order me away from the car. I don't like being ordered around by machinery.
