Roads and distant buildings can be seen in the background of several shots of the surface of Kairos. The planet is supposed to be more or less uninhabitable, with only the landing module hangar as a sign of attempts to set up a permanent settlement.

The hangar is made of large amounts of concrete and steel. It is implied that this is one of the only buildings on the planet and that there are no mining or manufacturing installations.
This means that tons of materials would have had to be flown across the galaxy at great cost just to build this one structure, whose only purpose appears to be (at the time at least), to house an old lunar lander.

Tarrant is far too young to have served as a Lieutenant fifteen years before this story takes place.
Even though Tarrant tells the others to "Wait!" as he fights with Jarvik this does not mean that the others are obliged to do nothing to help him, especially considering Jarvik's stated objective and that fact that he might actually kill Tarrant.
