David Palmer : At this point, we have no choice but to alert all state and federal agencies and focusing all of our resources on managing the aftermath

David Palmer : No, we can "assume" it will be a major city but no matter what the target is, there will be wide spread panic across this country: we need to mobilize the Army and the National Guard in every state and draw a declaration of Martial law
President Charles Logan : Yes, we need to do that
