As a favor to Charlie's blind friend George Anderson, the Angels, as their next case, investigate the drowning death of George's daughter, Brooke Anderson. Although the death is officially ruled accidental, George believes Brooke, an investigative journalist, was murdered over the latest story on which she was working. All George knows is that the story has to do with a status resort called Moonshadows on the Southern California coast. George also believes that the story probably has something to do with the resort's director, Paul Terranova, of who Brooke was frightened. Before she died, Brooke also told her father that she had an informer who provided some of the evidence for her story. The Angels discovering the identity of the informer will be able to lead them to Brooke's killer. While the Angels need to infiltrate Moonshadows and get close to Terranova and his associates, a case of mistaken identity may throw a complication into the proceedings for them.
