Prescriptions for controlled substances like Vicodin are supposed to be written in a specific format to prevent patients from tampering with them and changing things like quantity. For example the quantity is supposed to be written as both a number and a word: "#4 (Four)". That way a patient can't just add a zero and make 4 into 40, while it wasn't in place at the time of this episode's filming the DEA made it a requirement that controlled substance prescriptions be written in this manner in 2001.
The title is from the childhood rhyme that is meant to repel name callers: Stick and stones may break my bones, but words will never hurt me.
