The scheduled execution of a popular outlaw by the novel means of a newfangled electric chair draws in the curious from miles around. Among them, a killer who'll slay one innocent person each day until the outlaw is set free. Extradition would solve multiple problems, but members of the Town Council are making too much money from the "circus" atmosphere. Though held in suspicion by old ties to the outlaw, Hec is given free rein to stop the killings.
