- In a woodland west of the Marine Corps Base, Quantico, Virginia, a deputy sheriff tries to stop a car carrying two SEALs taking part in a Navy training exercise. During the resulting chase he loses control, crashes, and dies. Harm and a new staff member, LCdr. Tracy Manetti, prosecute the driver for negligent homicide, and Mac and Sturgis defend. The defense team discover helpful evidence. Bud goes home -- to his new home -- and he and Harriet try hard to cope with their new circumstances. The new SecNav takes office. Arranged by RAdm. - As U.S. Senator Edward Sheffield (Dean Stockwell) who was last seen in "Critical Condition" begins his tenure as the new Secretary of the Navy, having been sworn in to replace Alexander Nelson (Paul Collins), Harm finds himself partnered with a new JAG officer, Lieutenant Commander Tracy Manetti (Tamlyn Tomita) as Harm and Manetti find themselves prosecuting a Navy SEAL accused of recklessness during a wargame exercise which killed a civilian deputy sheriff while Mac and Turner defend the SEAL.
- Harm prosecutes a sensitive case in an episode that sees the swearing in of a new Secretary of the Navy and the arrival of a new JAG Officer. Shortly after assuming his new role, SecNav Sheffield appoints Lt. Cdr. Tracy Manetti, a Harvard Law grad, to Adm. Chegwidden's team. Her first assignment is second chair to Harm in a negligent-homicide case against Lt. Reynolds, a SEAL. While leading a guerrilla wargame among civilians in rural Virginia as a test of unconventional warfare, Reynolds failed to stop for local police, leading to a high-speed chase in which a deputy was killed.
