Harm, a schoolmate from the Naval Academy, seeks to persuade him to ease up a bit. The admiral in charge of the program assigns one more operation to the consultant, who then, on his own, captures a nuclear attack submarine, mans her, gets her underway, and takes her to sea. Bud serves as the officially assigned lawyer observer for each of those two adventures. Eventually the bad guy unsuccessfully tries to kidnap the wife of the same admiral. - Bud is assigned as an observer to accompany Raglan (John Diehl), a former Navy SEAL who is hired by the U.S. Department of Defense to test security at military bases. Raglan's next mission is to test the security around Naval Submarine Base New London. But when Raglan goes too far and hijacks an attack submarine with Bud on board as hostage and demands a $100 million ransom, or he'll take aim on a New York City target. Harm must play cat and mouse with the man to rescue Bud and thwart the attack.
- As lowest ranking lawyer at JAG, Bud is assigned to accompany Raglan, a former special Forces operative who is hired by the Pentagon to test security at military bases. Raglan's current mission is to test the security around a U.S. nuclear attack submarine. But when Raglan goes too far and hijacks the sub with Bud on board, Harm is called in to chase the sub down by second guessing his old friend. The cat and mouse game becomes deadly, though, when it appears that Raglan has switched sides, demanding millions of dollars in ransom or he'll take aim on a U.S. target.
