The miserly character from the book Wally was reading is the titular character from "Silas Marner: The Weaver of Raveloe," written in 1861 by the British novelist Mary Ann Evans, a.k.a. George Eliot.
This is the second time in the series that Beaver gets in over his head with a mail-order purchase. The first time occurs in Beaver's Accordion (1960) from season 4.
