I think "Carousel" is an episode that was in the making because while the City of Domes seemed like a distant memory in the series of episodes where Logan and Jessica (accompanied by Rem, the android friend) were on the run, encountering characters living on ground outside the enclosed city, there always existed the possibility that a return would be likely. No matter how far they run, the City of Domes is always there, in the back of the mind, on the tongues and in the hearts of Jessica and Logan. To escape death from the deviousness of the cunning Old Council using Carousel as a means to dispose of a population of young people, running is the only option, but even as it is just out of reach, can Jessica and Logan really get too far away, as the Sandmen follow closely behind to bring them back? This episode has Logan "neutralized" by a tranquilizing "memory warp" that causes those shot with this dart to lose a year's worth of memory. Darrel, a member of "a higher authority", transports Jessica and Rem to a darkened place where nothing around them exists, a void where I guess those deemed a possible threat to his people are questioned. They are not considered a threat but Logan encounters Francis and remembers nothing about running, Jessica, or Rem, just the last moments from a year ago, his time as a successful Sandman. Taken back to the City of Domes to face a battery of tests to determine his legitimate memory loss, Logan passes and must inform an assembly inside the city that there is no Sanctuary and that running is futile. Jessica will return hoping to convince Logan to return with her, leaving Dome City and continuing their pursuit of Sanctuary, a task that will not be easy. I think it was important for the makers of the show to have Logan and Jessica come back to the place they once fled if not for suspense purposes, just to give other runners of the Underground Movement inspiration to keep earning/gaining numbers until the Old Council and its legion of supportive Sandmen are no longer able to keep their dastardly secret kept. Carousel condemns innocent sheep to the slaughter; running/escaping to freedom is the only answer. Logan and Jessica represent the very reason to continue this vital mission to no longer accept inadvertent suicide, to flee Carousel and embrace the outside and what it has to offer. This is a good example of how the show explores the contrasting philosophies of Logan and Francis (despite all Francis knows and has seen, he still remains loyal to the Old Council, while Logan's eyes are wide open and the desire to be free, regardless of whether or not Sanctuary is a myth, is of vital importance to him).

The budget must have been very good.

Watching this interesting episode, the outside set was filmed at a dry but huge concrete dam. It was a nice effect to make look like the City of the Domes, very large.

The second part was filmed inside the City of Domes (actually looks like a seven story shopping mall).

I counted at least 35 extras in one scene, very impressive. Another scene riding the escalator also is very impressive. With again at least 30 extras.

Besides the entertaining storyline, the producer, director did fantastic job bring all the filming together.
