Frank says he doesn't believe Hawkeye or BJ stole the money because "officers don't steal." In "The Gun" (1975) just a few episodes prior, Frank, an officer, stole a rare, nickel-plated Colt .45 with a bone grip from the storage lockup, allowing Radar to briefly take the blame. Of course, Frank's rationale was that he was just "borrowing" the gun, so it's possible in his own twisted, self-righteous way, he believes that he, as well as all officers, are incapable of being anything but above reproach, despite the fact that he himself repeatedly behaves cruelly and immorally.
