In his opening comments Bart refers to the Gadsen Purchase, a treaty signed in 1854 specifying for $10 million Mexico sold to the United States 29,670-square-miles along the southern border (in portions of what are now Arizona and New Mexico) to facilitate a proposed southern transcontinental railroad.
