Just when you thought that everything had pretty much been wrapped up, several plot-points are dropped the will carry over into next season and beyond.
First off, we have a man masquerading as a Gulf War vet. I'm with Sipowicz in his rage at someone pretending to be vet. There aren't many things as disrespectful to those who serve and give their lives than someone who pretends to be one. This fool cries and complains about having to take care of his brother as well as his murderous rage at those he blames for putting him in his situation. Only cowards cry out "victim" and this guy certainly fits the bill.
Rita Ortiz is acting like a high school girl again around Clark. She truly is an immature and pathetic character, even going so far as to request a transfer because she simply can't handle it. I wish that Connie might have told her to just grow up! However, she finally gets her one, pivotal moment when she saves Lt. Rodriguez.
Aside from Andy and Connie trying to get their wedding off the ground, the cream of the episode--and one that very few saw coming--was Captain Fraker finally losing all grip on reality when he blames Tony and Sipowicz for getting caught in an affair.
A great way to end the season and carry things over into Season 11 when things between Clark and his new girlfriend will shake things up far more than anyone realizes!
