Stacy is handcuffed to a towel bar in the motor home. She could have easily pulled free to escape but never did.
The gun thug arrives at the hotel in a Ford Thunderbird, then steals a Mercury sedan, then he carjacks the woman in her Ford Mustang. He takes her to a closed repair shop where he used to work and steals a Camaro there. The same night, Hooker mentions to Romano the Camaro that was lifted and Romano comments how they knew about it in a couple of hours. Since no one was at the shop to report the car stolen, Hooker could not have known about it at that point.
The police detective tells Hooker the fact Stacy was grabbed was no reflection on him. In fact, the operation at the hotel was very poorly planned. No officers had a line of sight to Stacy. There was no perimeter established at the hotel, so the suspect was able to literally just walk away. Both of these were standard police practices then.
