Miss Mandarin (Lucy Lu) has been arrested by City Commissioner John Colton for smuggling opium.
She tells Yancy Derringer that she had ordered firecrackers from San Francisco. The goods must have been switched with drugs at the shipping company. Miss Mandarin ordered the firecrackers from her cousin Hon Lee, a man she could trust.
Yancy and Pahoo-Ke-Ta-Wah go to San Francisco to investigate the shipping company and if Hon Lee is smuggling drugs. They go to Hon Lee's place who seems evasive at first. He also seems unconcerned with Miss Mandarin's plight. Strange attitude from a cousin.
When the leave his premises Yancy is attacked but a stranger called Blackjack Benson comes to the rescue. He claims to be a highwayman and takes them to a saloon for a drink and where they can gamble.
At the saloon Yancy is introduced to Jessie Belle, who runs the saloon. She also owns two ships.
