Much of the footage of the Santa Monica Police Department was captured during a 1996 visit by former President Bill Clinton - as he often stayed at the Miramar Hotel, located on nearby Wilshire Blvd.
The initial project was shot in Super 16mm black-and-white film, and edited on a Steenbeck - an analog editing system of that period.
One of the former producers did "permanently borrow" a significant portion of the money that would have allowed for the completion of the film in a timely manner.
The original filmed footage - the work print and the negatives - was never recovered. It is alleged to have been stored somewhere in Santa Monica, at a former crew member's apartment.
The film took a total of 25 years to complete - from the initial script, to the final print.
