When Neal goes to the door he looks up to the left at the sniper. The angle the sniper is at also makes the laser sight, and even a scope pointless. He is too far over to have a direct line of sight of his target.
Another problem is that with the position Neal is in leaning over the desk the sniper would have had to have been to the right of the door as Neal looked out at him, to be able to place the laser dot on her forehead if the laser would have been able to work at that distance.
Neal mistakenly tells Moz to "call the Calvary" instead of "call the cavalry".
