The script writer/ director are not clear about a Bill and an Act, they have used the term interchangeably in the entire series. When something is proposed and is under the process of discussion in the parliament, it is a Bill. When the parliament passes it and the president approves it, and a gazette notification is issued, then it becomes an Act. In the series, as it was introduced in the UK parliament, it is still anti-immigration "Bill". Home minister said that they would revoke it, but as it is not yet passed, it doesn't need to be revoked, it was only to be just "dropped" and not passed into becoming an Act.
