The first fully functional aircraft carrier was the USS Langley, built from a collier (the USS Jupiter) in 1920. The Argus configuration made landing difficult and dangerous. And had no provisions for actually sailing and maneuvering the ship at sea. There was no island for controlling the ship on the Argus.
