The town in this case, Glenport Village, is based on an actual town in South Florida whose residents are registered sex offenders. The town is called Miracle Village and was founded by a minister who was also a convicted sex offender. He founded the village on the premise that offenders could be rehabilitated through religion and atoning for their sins.
In one scene, Rossi makes a passing mention of Thomas Yates, the serial killer he visits every year on his birthday, from Profiling 101 (2012).
The basic idea here was also used in Death in a Chocolate Box (2007), which deals with a murder in a village made up of ex-cons.
