When Morgan first tries to use the satphone it asks for a PIN and he laments that he can't call for help. Nearly all satphones will work on emergency service numbers such as 911 in the US, and if not then on the global emergency mobile number 112 bypassing the PIN code. While some services have different emergency numbers, any half-decent FBI agent would at least try 911 and/or 112 before giving up on the phone.
If the substance spread on Morgan's chest had actually been white phosphorus, it would have eaten through the glove used for application and then eaten through his skin. White phosphorus is caustic and will seriously damage tissue. It also ignites on contact with air which makes it an unlikely torture choice.
