Developed as a concept for a rejected investigative TV series titled "Arklay: Resident Evil", based on the Resident Evil (1996) game franchise. Creator Shawn Lebert also cited Hannibal (2013) and True Detective (2014) as influences. Lebert planned to include the video game characters and to have the Raccoon Police Station as a prominent setting.
Live-action debut of Lieutenant Marvin Branagh (portrayed by Wendell Kinney), from Resident Evil 2 (1998) and its remake, Resident Evil 2 (2019). Even though Resident Evil: Welcome to Raccoon City (2021) is notably a more faithful cinematic adaptation of the video games, Branagh does not appear in this movie.
