In East Frisian small harbor, contrary constables Jens Jensen, a tolerant pragmatic local, and Süher Özlügül, ambitious, usually by-the-book daughter of a Turkish immigrant fisherman, quarrel how to handle petty crime and keep order. Their chief Hinnerk Goosen doesn't hesitate to cover Jens who accidentally shot a rabbit in a public row over venue access. Süher breaks the rules to cover for her father who illegally taught kid rascals an excessive lesson. The staged suicide of housewife Elfie Berger requires the pair teaming up, assisted by pharmacist Insa Scherzinger who eagerly volunteers her informal forensic expertise, as Hinnerk is suspected of covering for organized drug trade, prostitution and blackmail, a minefield of motives and sore toes, scares with information for the formally competent nearest commissioner, Jan Brockhorst, who has little desire to dwell in the rustic 'shithole' which literally ruins his boots.

Senior constable Jens Jenssen isn't amused that junior partner Süher Özlügül rivals him for his logical promotion, even less to find her suddenly sliming up to their commonly despised commissioner Jan Brockhorst, yet won't return the dirty tricks all the way. They must collaborate competitively, with pharmacist Insa Scherzinger's forensic assistance, on the murder of mega-disco bouncer Felix Bilstedt, son of bio-farmer Rune Bilstedt. The rival partners find he as caught in drug trade. Ruthless gangster Voss and Blohm arrive from Hamburg to threaten Süher's father, first-generation immigrant local fisherman Günesh Özlügül, who finds it pointless to deny any drug connections. Jens and Süher learn about shockingly dark Özlügül family secrets, barely in time.

When constable Jens sets a new local record at the Frisian sport 'Klootschießen' in the moor, his metal weight accidentally hits a decades-old adult male corpse's risen hand. Medical particularities fit only one long-massing man: the only-ever local soccer football (socker) star-in-the making, Jell. Jens meets partner Süher's now in-living brother Yunus as the check on fresh widow Marlies Jell, always the town's suspect as every teammate testified against her, apparently a serial adulterer, at the original police inquest, while her near-identical single sister Ulrike moved in and deals with repeated vandalism. .

Having served jail time for robbery and homicide, Arne Terjehusen returns to Leer, where everyone remembered he swore revenge. Jens catches him robing Insa Scherzinger's pharmacy and can barely fight off Arne -who terrorized him and buddies as youths- until Süher, arrives and shoot Arne Terjehusen fatally. Checking Arne's smartphone, they wonder about a video marked "Heulinger seafood", leading to the fish cooler-hidden corpse of shipping entrepreneur Klaus Heulinger. This sets Jens and Süher on the trail of the crab trade via his hostile, much younger ex Jessica Heulinger, who run a restaurant, which he planned to buy with now missing cash, and firm driver Oliver Gerdes, only to realize it's a front for a lethal business.
