Somebody help me with the ending?

What is the explanation for the guy in the police car at the end of the movie with the scar on his face? This is obviously the killer but I don't remember seeing him earlier. Is this scene supposed to make sense or am I asking too much? My 93 year old grandmother keeps asking me for a plot analysis. I am thinking of sending her to a home. Please help us before it is too late.

Update: My grandmother Ethel Rosenzweig has moved out and yet she continues to phone with unanswerable questions. "Who was that man in the police cruiser? Is Barry Manilow married? Have you seen my glasses? Can you drive me to Eckerd's so I can pick up my medication? I only need help with the first question. Please clarify this plot point and give me some peace. Dawn! (1979)

This film is a bit pedestrian in its storytelling but it is redeemed by the beautiful Bronwyn Mackay-Payne as Dawn Fraser. She is also quite believable as an Olympic athlete and has a strong sensual presence. While this film is not on the level of Personal Best it is quite watchable and absorbing thanks to Ms. Mackay-Payne. I had hoped to see her work as the years passed but I have not had that pleasure. Was she herself an Olympic caliber athlete ? Since she was neither petite nor blond it is probable that significant roles were not forthcoming. If anyone has information about this actress feel free to e-mail me. I am a big fan of actors and films a little off the beaten path. So many films and TV programs feature young blond actors who can not act and seem to resemble each other.
