Yunal Said Lyutvi Unal Lutfi was born on April 8, 1944 in Harmanli, Bulgaria. He graduated French Language School in Varna and later higher education in Sofia University "St. Kliment Ohridski ", in Turkish Studies and Oriental. He began his career as Head of Cultural Relations with the Balkan countries and with the countries of Asia and Africa of the Ministry of Culture. From 1983 to 1990 he was deputy editor of the journal "Librarian." In 1990 he was one of the founders of the Movement for Rights and Freedoms. From 1990 to 1996 he was deputy chairman of the party. From 1990 to 1991 he was an Member of Parliament in the Grand National Assembly. He was also Member of Parliament in 36th, 37th, 38th, 39th and 40th National Assembly. In the 40th National Assembly he was also Vice-President of the National Assembly. From 2000 to 2003 he was Vice-President of the Parliamentary Assembly of the Council of Europe (PACE). On January 26, 2009 he was re-elected Deputy Chairman of PACE for a term of 3 years. He speaks French, English and Russian. He is married with 2 children.
