This episode has plenty of problems, so I'll go by these one at a time.
1) This episode is a musical, which doesn't at all fit with the spirit of the show. The songs sound decent, but the lyrics and implications of the songs are quite bad.
2) The writers are saying that rubbernecking (the act of being a pervert by staring at other women) is okay even if it gets you into legal trouble.
3) Everyone is so out of character in this episode, especially Stan. Then again, Stan has been becoming a terrible character ever since the hurricane episode, so I am not surprised.
4) Steve's song focuses on him singing about his lust for his mother. Why does Seth MacFarlane have an obsession with incest? That is one of the two universal taboos.
5) The jokes in this episode don't land. They aren't funny.
6) There's quite a bit of filler in this episode between the songs and the dragged out 'jokes.'
7) The B plot is pretty much non-existent.
