Two criminal gangs are set upon each other by an unknown third party. "Unknown," that is to reigning two parties who think they are the only players in town. So when a couple of guys in one gang are knocked, the opponents think they are responsible. It takes a long before anyone - including Kojak and the cops - figures out a third party has set up all this animosity. The latter plans to take over when the other crooks are either dead or in jail. He almost pulls it off.
During the story we get an interesting look at a rookie cop, "Patrolman Ralph Warren" (Mark Shara). Warren, whose father was a decorated policeman, has something stunning happen to him on his first day on the job - he walks into a scene in which two guys are trying to hang one of the top thugs. It doesn't go well for Warren but his superiors have confidence in him. His ups-and-downs follow the story.
