The major loophole is why the government would let anything like this happen in the first place. If they'd shown some of the protest and outrage going on outside (like they did in under the dome), it would have been more believable a situation.
But disregarding that, the show was overall not bad. Season 1 was pretty painful but it got better in Season 2.
The leads were okay... Wiley was a bit underdeveloped but not clichéd. Adam was pretty dumb and hotheaded for someone supposed to be a genius. Chuck's development was interesting in the first season but he became boring in the second. Harrison and Franny were cute, haha.
