The Joker kidnaps the surfing champion and using a diabolical machine transfers all the boy's strength and skill to him. His crazy plan is to establish himself as the only champion of the sport and become the idol of young people to convince them to get into the underworld. The only way Batman finds to prevent his plan from advancing is to challenge him to a surfing competition and beat him.
