It's an improvement in the package movie era, but still subpar for Disney standards. What's better is the 2-segments formula, much more enjoyable than the random bunch of shorts of the previous package movies. There is more time to develop a proper plot, but unfortunately the chance is not taken with the first half, Bongo. It's uninspired and dragged on, exaggerated and boring for the most part except for the cute ending. It doesn't even look or feel like Disney.
Much more iconic is Mickey and the Beanstalk, which is the reason why this movie should not be forgotten. It is a beautifully told story, awe inspiring and visually striking. Fortunately Disney decided to separate the two parts in subsequent releases, saving the second segment from oblivion.
